Just as that Yankee Doodle Dandy George M. Cohan relished being born on the Fourth of July, some people may regret starting life on February 29th. Do they only celebrate their birthday every fourth year? When can they expect to receive gifts the other three years? Of course, receiving cards and presents in both months could turn a negative into something positively attractive.
